Pulling my hair out over making my own civ

I cannot find anything anywhere to show me how to make a custom civ for civ5. Everything I can find is for civ4, and I don't think it is one in the same. And even if it is, I cannot find the different XML files for each leader to use as a template. All the threads I have read have said it's

Well /xml doesn't exist anywhere in the civ5 folder.
