Arabia
The new territories were proving troublesome. The inhabitants were Sumerian, and stll felt a loyalty to the old Sumerian crown. Now that Babylon filled the power void left by the vanished Sumer, the people naturally felt most at ease with the successor-state. The Arabs also had many other problems in annexing Sumer. The language fairly different, as was the method of writing. Religion was a big problem too, while the Arabs worshiped a variety of tribal deities, the Sumerians had a strict code of gods to abide to. Chief among these was Ishaltar, godess of the sun and heavens. Harun thought that perhaps if he was to dedicate the new land to the godess, the inhabitants would feel more at ease as parts of Arabia. Of course, that wouldn't be enough. Harun decided to form a new kind of goverment. Although all decisions went through him, certain areas of the empire would be allowed to have local rulers that had some say and power in their regions. They were to be called Emirs, and Sumeria was to become the first Emirate. The terms of the Emirate were:
- Ruled by emir, local hand-picked by Caliph
- Held power only within it's territories
- Had to pay full respects to Caliph and greater empire
- Not allowed to have it's own military
With these terms, he set up the new emirate of Sumeria. As it's ruler, he chose a former noble from the great Sumerian city of Ur, Gilgamesh. Whether Gilgamesh would prove a trustful pawn, or a foolhardy traitor would be determined by time and the principles of the Caliphs new system of goverment.

- Expand further till all former Sumerian lands are taken in by Arabia
- Rebuild the city of Ur in central Sumeria
- Establish Sumerian emirate, ad described above, with Gilgamesh as emir
- Build temples in Ur to Ishaltar, Sumerian sun godess (+ economy)
