Puppet State. Possible source of irritation?

Just re-read the review on PC Gamer and as I come to the section regarding puppet states a thought occured to me.

It is stated that you get the bonuses the town have, but you dont get to control what they build. So what if you are at war. you are researching some nice military tech and you save the resource you have and need for that tech once it is completed. But the puppet state uses it to build a unit to help in the war.

Or are puppet states not yours? Are they still beloning to the one you took it from? if so, can it attack you, will it defend itself if you are at war with someone and not have units near by, or will it just sit there and produce buildings? Will it work the land around it, or do you have to do that as well?

Anyone know for sure? I figure I can find out in the demo and then the retail version (if the demo is limited in what is possible) But would still like to know :)

I think you retain full control of the puppet city i.e. it is part of your civilization but the difference is that you cannot control its production.

And if you someday decide that you want full control, you can annex the puppet city.

Yeah. But it is the part of not controlling what they build. They might build a combat unit, using up a resource I was saving for something else, because I was researching a better unit. Sure I can delete that unit, but that would be a waste of turns on the puppet state to produce stuff you only going to delete as you need the resource for other things.
 
There's no way they use YOUR empires resources, no way.
Im sure the gameplay designers werent THAT stupid.

I mean, have fun getting access to uranium, only to see Helsinki building a nuke (YOUR nuke), the next turn.
GG have fun, your uranium is now wasted.

No way its like that, and if it isnt with uranium, it wont be with iron or anything else either (except they prolly do get your global happiness bonuses from your bonus resources) it'd be a game breaker.

Manual p. 74:
"If you make the conquered city a puppet, you gain the benefit of the city’s research and its output of wealth, while taking a much smaller hit to your citizens’ happiness. However, you do not control the city’s production. It makes the buildings it chooses and it creates no new units or wonders at all. Thus you’ll have to provide the military force for its defense, and if you want to make the city more efficient, you’ll have to order your civ’s Workers to improve its land."

Puppet states will never build units, wonders or projects, only buildings.

You will get the unhappiness from population and # of cities, but not the specific Annexation penalty to happiness. This provides you time to incorporate each city you've conquered into your empire in an ordered fashion.
 
There are buildings that use resources, like Nuclear Reactors and Forges.
The manual still doesnt specify if it builds those (using Your resources) or not.
