Puppet States and World Spells?

Can a puppet state use a world spell if the original civ has already used it?

For context:

I and several AIs are leading a war against the Illians (because they declared war on the Overcouncil for some reason, and also because they are plunging the world into winter with their rituals). The thing is, I'm trying to win Altar of the Lunnotar, and a well (i.e. poorly) placed use of Stasis can cost me that. The original Illians have used Stasis already. If I or my allies make Illian puppet states, can they also use it?
 
and it is as I feared. The AI created a puppet state which promptly cast Stasis. Thankfully not too damaging so far.

Agreed. Some Puppet State world spells can really screw things up. The stasis example isn't the worst I can think of off the top of my head.

That title (most damaging puppet state worldspell usage) goes to For the Horde IMO because it badly saps Barbarians worldwide.
 
Update: all of the redundent Illians are gone now, consumed by various revolutionary shenanigins. The original Illian state is almost at full strength, with only one city having gone to me (its master) rather than to them. The only meaningful difference is that the original Illian state is now a capitulated vassal of the Kuriorites (one of my AI coalition partners). That, and the 24 turn (or more) stasis that froze the world.
