Puppet versus annex with courthouse.

An empire wide production isn't nearly as important as it used to be now when SoDs are gone, rather you just need couple of high production cities.

But you always need happiness and once you can build courthouses, you get access to a lot of additional happiness through the courthouse-bug. In addition you get the other (minor) benefits like production-access as well.

For what it's worth, "hanged" is correct when referring to an execution. Any other time it would be hung.

now, back OT: I annex a few cities a few turns after they stop being pissed (typically large production cities, or capitals). That way they can kinda get back on their feet so that when I take over, there's still some worth to them, and having a few cities you control spread throughout your empire helps if you suddenly have a need for something there. If it takes more than 1 turn to get to the area from your "homeland", that's wasted time. Other Puppets I usually start bringing into the fold as I have the money, though I make sure that there aren't any national wonders I'm going for, or that I at least have the money to immediately buy whatever building would be needed.
 
my understanding is this:

you're always better to annex if you can sustain the unhappiness that this is causing.

however, it's better to puppet at the end of the game if you're aiming for a cultural victory because the cities won't have time to build enough cultural building so that it makes it up for the increase in social policy cost.

Not quite. Social policies aren't important for just a culture victory. They can give you strong bonuses, helping any victory condition. The only thing you acutally get by annexing (apart from a happiness bonus from Courthouse "bug" which is actually quite expensive way to get happiness) is an ability to control city's production. This isn't always so great as some seem to thing. Puppets now construct quite reasonable buildings (also happiness and culture buildings) and massing troops just isn't as important as you can't build unlimited stacks anymore.

There are lots of ways to get gold, but you can run dry on happiness, spending that gold on a courthouse and building a stadium is sometimes the only answer. Then you can stop City growth and even sell a few buildings to be able to repeat the process again.

Many a time playing archipelago the puppets can be so short on hammers and so rich in growth from fishing boats they become a happiness disaster.
 
I've never understood why people get so upset about the courthouse thing. It's helping you out, it makes your life easier.

If you choose to annex and courthouse then you're paying a social policy cost, if you choose not to you're paying an unhappiness cost. It's up to you how you go, but the constant whinging about this so called "bug" is tedious at best.

It was identified not long after release, it's survived multiple patches. Get over it!
 
As I devoured 70 cities of Mongolia, I started to annex puppeted cities because I could make them happier, especially the larger ones, as you can change tile focus to default from gold, which will then allow specialist slots to get used far more robustly, and combined with my policies, I was able to turn from unhappy to happy pretty straightforwardly.

Well it didn't survive this patch, and I won't have to get over it because I never have used the bug to it's full potential.
I started this thread almost a year ago with the sole intention of highlighting the dangers of civ fans being too reliant on something that was not intended!
