Puppeting a city still raises my science and culture thesshold - WAI?

Hi all.
I have noticed that puppeting captured cities still raises my science and culture thressholds by 5%, is this WAI or is it a bug (maybe an error in a definition file on my computer).
Any suggestions?
 
Really ? Has that always been the case, I never noticed it before?
Thank you for your answer, it really saves my game since I thought it was a bug affecting all puppets.

Always the case. Firaxis design:
1) Puppeting count as "annexing first, then ask the player, then puppetting if the player chose to do so"
2) Cost are based on "maximal number of cities ever reached by the empire"
=> So puppeting can increase cost, even though your number of cities decrease immediatly after increasing.
 
The weird thing is I think it broke or is acting in a way that leads one to doubt as to whether everything's good here. Last time I had 3 puppets, puppeted another and noticed the time for next Policy increased. It was quite confusing.

I think that a little misleading. It's a Firaxis design that penalties are based on the maximum number of (non-puppet) cities ever held. But the vanilla game does not have this first puppet counts 'feature' - that's something VP has introduced, possibly by accident.

Last time I had 3 puppets, puppeted another and noticed the time for next Policy increased. It was quite confusing.

That would happen if you annexed or founded a city between getting the three puppets and then getting the fourth one. Would that make sense?
 
I can't wait for the dev team to fix this mechanic. Probably the last archaic and unintuitive mechanic left in the mod
