Puppets don't build Courthouses!

For some reason, whenever i turn a puppet city into an annexed city, I always find that a courthouse was never thought of being constructed...

Is this intended or a bug? If this is true, then all of my puppet cities have no recollection of a courthouse

Puppets can't build courthouses. They can only be built after the city has been annexed.

Quick tip: if you want to annex a city, do it when you have enough gold to be able to buy a courthouse straight away.

I am still trying to figure out how I did it but earlier today I accessed the buy menu for a puppet (I thought I had annexed it) bought a courthouse and the gold went away. Then I noticed the city still had the puppet strings but no courthouse when I annexed. On Marathon, so the 1380 gold takes a while to rebuild.
