Washington in provided save is not on gold focus. There are few gold-rich tiles available, but it's not working on them. In case it's different save format - game is played on recently released beta patch. I found earlier reports of that in other topic and it was said there, that this could happen if puppet starve for a while. Might be true, because Washington was starving earlier.

Turn 86 is the save, where Washington was captured and it was already on default focus
Turn 94 is turn before growth. If You press next turn, it will grow one population, start working gold tiles (still on default focus), and start to starve
