Pyramids extra worker given to other Civ

Last night I was playing hot-seat with a friend of mine. He played Rome and I played Songhai. When I finally managed to build the Pyramids I looked around for my free worker but couldn't find it anywhere. Then I noticed a German worker right outside my borders..

For some reason Germany got the bonus, not me... I haven't checked yet to see if my construction time bonus is also gone.

Has anyone else had experience with this? Is it a problem unique to hot-seat games?
