Q: setting city emphasis to?

I assume you're talking about using governors to manage city production. That's something I never do (use them to manage moods only, sometimes), and from a recent thread here I don't think many experienced players do either. Most prefer to manage everything themselves, in every city.
 
Sometimes I will. When I was playing as Germany and just developed Motorized Transportation, I set all of my cities so that they just produced panzers. Same deal when I needed infantry. Also, often you won't get Advanced Flight till paratroopers are worthless anyways, but for some reason all of your cities want to make them. You could talk to your governors to stop them from producing them.

Since I never use the governors, I'll give you my own early-midgame preferences:

First the temple, then granary, courthouse, library, barracks, marketplace, cathedral, etc.. I'm fond of culture....

The order depends on the civilization traits. Scientific means library before temple... Religious means cathedral before library...

It also depends on which wonder you get. With Sun Szu: no barracks needed.
