Question about an achievement

Meiji Restoration
Playing as Japan, have a district with 6 adjacent unpillaged districts

The way I read it is this:

You have one district in the center and 6 others around it undamaged and then you get it.

As Japan I got a Campus in center, Spaceport, Aerodrome, Entertainment Complex, Encampment, Holy Site and Theater districts around it and I still don't get the achievement.

Anybody know why?

You have to place the centre district last.

It seems I met the requirements, but the achievement didn't unlock...

Still locked, placed the center district last...

Perhaps all the districts involved must belong to the same city for the achievement?

They all belong to Kyoto in this instance, as well as the tiles they sit on.

I used another city to do it with than the one I intended and it worked for me placing the center one last.

I got this achievement a little bit ago and it worked as others have said. I even used neighborhoods as 2 of the places. I had the city center be one of the squares and then built around, and placed the final district and then got the achievement.

Did you press next turn after placing that last district?

The only other thing I can think of is somehow the city district not being in the circle is somehow messing up the count to the game.
