Question about art files

I have Dummy Question,
How does one view Nif. & graghic, art files with?
All i have is paintshop pro 8.

There's nifskope for viewing the 3D model .nifs, and XnView will show the textures. For editing the textures, you can use a free DDS Converter, or open them in the GIMP with a free plug-in.
