Question about font style and BG opacity

Among other things the CivScale tool allows the player to change the font from Serif to Sans Serif, and the background opacity from clear to solid. Does anybody know how to change these things from within a mod. I would like to make the changes a permanent part of the mod.

Edit: Come to think of it, I'd also be interested in knowing how to change the font size and the background color also.

I think I see a way to change some of the things in the first post by modding a file in Resource\Themes. I tried copying the Resource folder to my mod and edited Civ4.thm so that it points to my mod, but the normal game values are still used. Does anybody know how to activate themes for a mod?
