I play on Diety, and in this level when a city grows from 1 to 2 you get an unhappy citizen. But sometimes when I have a city of size 1 I already have an unhappy citizen. Also, I have noticed that sometimes when I declare war to another civilization or I give them money because they ask me to do so, I get one extra unhappy citizen in all my cities (or at least in many of them, I have not tested this) for some turns (as if the people were unhappy for me doing that).

Does anyone know exactly how this works?

There are two key numbers in the Rules.txt file that cause unhappiness, each is dependent on the level of difficulty you are playing at.

The first is the number of citizens in a city before unhappiness begins, this is set to 7, numbering the difficulty levels fro 1-6 with deity at 6, subtrtact this from the original number 7, This leaves you 1 happy citizen the next is unhappy.

The second controls the number of cities you can have befrore riot sets in, this is set at 14, the same rules as above apply, so at deity your ninth city will start with an unhappy citizen unless you have happiness wondrs to counteract it. Imho the best for this is initially HG.

As for the additional unhappiness you mention, I don't know, I can imagine that people get upset when you go to war but I do not know what rules govern it. As for giving money, I have never done it.

hope this helps

That is the effect of the riot factor.Once you exceed a certain # of cities, you get extra unhappys here and there. As you add cities, you get more and more until you eventually get double unhappys or really unhappy citizens. These must be made unhappy before they can be made content.Martial law doesn't work on these. You'll need content improvements, wonders and/or luxuries.

The # of cities is different depending on map size, government type and difficulty level.

despotism- deity
small map-4 cities
medium-5
large-6

more than these and you will see an extra unhappy until you switch to Monarchy. You'll get 1 extra for each city you add over and above those numbers.I can't remember when double unhappies kick in.I think it is double the number. So 8 on small etc....and they can appear in any city...not neccessarily the one you just built.

You can't get unhappies from paying extortion.Must be something else.Perhaps foreign troops have occupied high trade squares and forced your workers to other squares. This will effect luxuries in a city but not empire wide.Or perhaps it could be civ2's version of war weariness. You get unhappy citizens from units in the feild under Republic or Democracy. In the feild meaning not in a fortress with 3 squares of one of your cities. You can be 1 square outside of the city and get the effect.Must be in a city or fortress.
Under Republic, the first unit away makes 1 happy citizen into a contented one. After that it is one for one.Every unit gives 1 unhappy.
Under Democracy you get 2 unhappys per unit in the feild. No first one "free"
