Question about Legalism and Puppets

Say you start out with an honor rush and build 0 (or 1) cities of your own before starting to conquer enemy cities. You puppet the first empire and continue on conquering and puppet a second empire.

During the post-war recovery, you decide to dive back into the Tradition tree and get legalism.

My question: What are the "first 4" cities in this case? Does it include puppet cities? Annexed cities? Only cities you build yourself with settlers?

This question was asked numerous times and also addressed in War Academy under Tradition thread. The article itself is not updated, but the reference is there.
Legalism/finisher applies to first 4 cities under your control at the moment of adopting the policy regardless their status. However, puppets and annexed cities do not enjoy the benefits retroactively, while native cities do.

As The Pilgrim states, Legalism will apply to any cities that were conquered before taking Legalism, whether the city is puppeted or annexed (just had that happen in a recent game -- I forgot this rule and only had 3 founded cities when I puppeted an Indian city -- wasted Legalism on a trash puppet that, frankly, I should have razed).

Conversely, any city puppeted or annexed after taking Legalism will not get the free culture buildings.
 
IIRC the same happens with the free aqueducts when finishing Tradition: the first four cities get them - puppeted or not.
