Question about Mods (Just starting using some)

So I've just started using some mods that change the game like a Diplomacy Mod where you have to build Envoys and Ambassadors etc... as well as infomaniac nothing major.

I'm just wondering though .. the City States don't seem to have their unique luxury resource like when I play with no mods... Would there be a reason for this? I've found 6 City States around me they all have whales.....
 
Ah okay I just wasn't sure if when you just click "Play Now" button with no mods does it secretly add mods...(DLC that I bought)
 
Off Topic: but get Historical Religions. Really adds some color... no more Catholic Maya, they have their proper religion, as do all civs and many modded civs.

When you launch CiV, the first screen you will see has a menu containing options such as Single Player, Multiplayer, Mods, Other, and DLC.

The DLC will load unless you opt out using the DLC menu. After you de-select (or re-select) the appropriate DLC, then you can choose the Single Player from the main menu and go to the second screen. It is on the second screen that you will see a menu which includes Play Now.

So, will change your DLCs on the first screen, and you will then choose Play Now on the second screen.

I ended up scrapping a great game with mods after I found mods disable achievements ... and thats part of the fun for me picking factions based on achievements I need etc.

Too bad I really liked Info Addict and City Limits. I'm sure I would have loved fast plane combat too :P

Now I'm back to restarting looking for a starting area 1/2 as good as I lucked out the last time! (Marble and a bunch of citrus with Pedro (Going for the Vote for Pedro!) While winning a Diplo Victory in the Order Ideology.
