Question about negotiations in scenarios

I have installed vanilla Civ2 plus both expansion packs (conflicts and fantastic worlds). There has been a major problem in that where it states in certain scenarios that negotiations aren't allowed between specific civs, it is still letting me talk to and bring them up through the foreign advisor. For instance, in the Apocalypse scenario, special notes : "Negotiations between the non-human tribes are not permitted." Yet, every time I choose any race it still allows me negotiations with the non humans. The same goes for every other scenario that I have tried. I am wondering now if there are other strange things going on I'm not aware of, anyone else encountered this? Is something wrong with the civ2 installed files? Thanks for your help :confused: :confused:
 
Sounds more like you are supposed to impose those rules on your own play. I don't remember a setting that allows you to disable negotiations between civs, but there may be more settings in the expansion packs that I am not familiar with. Perhaps the question would be better asked in the Scenario Creation Forum.
 
I am pretty sure there is a way for scenario designers to shut down AI contact using the events.txt file (though I have forgotten how, and I could be wrong).

ecc - I tried to answer this question at Apolyton (my first guess is that you do not have the events.txt file in your scenario folder). But I think ElephantU is right - this is a good question for the scenario forum.
 
I posted in both forums to see to a quicker answer, and thanks again for your help. I am looking for a list of known bugs in Civ 2. I'd like the information primarily for Fantastic worlds,

but also for vanilla and MGE also.

I think with the events file you can have it so that the AI players 'make aggression' and thus do not normally want to talk, but it is still possible.
 
Negotiations in a scenario are disabled using the 'Negotiation' trigger in events.txt. I just checked the Apocalypse scenario and it appears that the events file is incomplete. Only some of the civs have been barred from negotiations and even then, only when they are controlled by the AI. The human player can communicate with everyone. I'm not at all familiar with this scenario, but on the face of it, it looks like a stuff up.
