How do I make scientific research slower? I don't mean go to the domestic advisor and turn the science bar down, but making all of the civs research at a slow rate. How do I do that.?

One way is changing the settings in your 'Editor'.

Go into the Editor > Rules > Open general Settings.

In the bottom left corner is [ Technology ] - You can change the "Furture Tech Cost". or even change Minimum research time.

You could also increase the cost of the Techs.

Actually, you could alter the way the AI trade amongst themselves in a way that could be seen as slowing down their research rate. But you wouldn't do it any of the ways that MPK listed above. And you wouldn't really be slowing their research rate, you would be making their trades much less attractive to make. Making them research at the same speed as you, or close.

In the game/scenario you put together in the Editor (I don't think you'll want to change the main Civ biq) pull up the rules and go to the Difficulty Levels page/tab. Choose the level you're going to play at in the drop down menu. Then on the left hand side of that page, you'll see AI Bonuses. At the very bottom, you see the AI to AI Trade Rate. F1 defines that as ~

AI to AI trade rate (AI Bonuses)
Determines the percentage multiplier used in AI – AI trade sessions on the selected difficulty level. This value is a percentage (acceptable values range from 100% to 1000%) which is multiplied by the total value (in gold) of the initiating civ’s offerings, which is used by the "other" AI civ to determine whether a deal is acceptable or not. For example, with a rate of 120, an AI civ offering 100 gold to another AI civ for something would actually be worth 120 gold to the other AI civ.

This rate directly affects the frequency and aggressiveness with which AI civs trade amongst themselves.

By lowering the rate, you would be decreasing the attractiveness of the deal. Put it at 100% and it's a straight across the board deal. Just like yours.

Try that.

Please forgive me if this is obvious. When you start a game, make sure you don't select accelerated production. This also causes research to be twice as fast. Actually, I think Accelerated makes the game harder, but maybe it's just me.

Go into the editor, chose to change ruleset. You will find a section world size. There is a techrate modifier. If you double that value for a specific world size all techs will costs twice as much. Make it three times the regular value and research will be slowed dow significantly.

As an addendum, one might also make all the techs untradeable. On high levels of difficulty tech trading is no fun at all (4 techs of mine for one tech of the AI).
