I'm a little confused about scoring. In the Jason system, the different victory conditions are given higher/lesser values in relation to years. How can I figure out which one scores the highest (and reference year) before playing the game? There is the score calculator on the GotM main page, but that is only for past games.

Jason scoring details are hidden for current games because via analyze game modifyers we can get some map information, for example, how far other continents are placed and percent of food rich tiles. Of course, for extracting this information the player must be familiar with Jason scoring details. ;)
Really, it is possible to write own calculator only when you know one full result (Firaxis+Jason) of current game or can see the whole map. May be those players who good know Java (I'm not) can extract more information from GOTM pages but I think it's not needed. The main principals of Jason scoring was discussed many times and you are needed to read it. Sorry, now I can't link this, may be one of the GOTM staff will do this. :(

thanks Dynamic. I thought maybe there was a calculator or something that I had overlooked. It would certainly be interesting to know the factors that go in to determine the victory conditions base year as that has a *huge* affect on score. (I would be very lucky to ever be in the top ten, I'm still intrigued though).

Effect of best dates isn't too high (if these dates are near real values). IIRC more important thing for choosing victory condition is map type. On the big and good lands the late victory conditions can get a good score (if played right) but on the small poor lands the better way is conquest/domination. Choosing between the last ones is mostly your prefer. They scored very close and in the some games Domination scored higher then Conquest. ;)

Did you see the Jason scoring description linked from Calculator?
