Question about setting up starting locations

Pardon me if I'm overlooking something that is simple to do, but is it possible to set up a game of CIV III Conquests with:

1. an earth map, and
2. all civs in historic locations, and
3. the ability to pick any civ, and
4. the possibility that any other civ might be on the board with me, and
5. no knowledge in advance as to which civs will be sharing my earth?

In other words, truly random but geographically accurate opponents on an earth map. If I pick, say, the Zulus, it would be fun not to know in advance whether or not the Egyptians (or any other civ) are on the board with me--but that all civs will start from their historic spots.

I seem to recall that this was pretty easy to do in Civ II, but I've not been able to make it work with Civ III. (I've been able to set up an "historic" game by placing my opponents in their historic homes, but of course then I know who else I'm with, and where they're starting.)

Guidance for the easily baffled and rapidly aging would be appreciated.
