Question about spy promotions

I dont really use spies much other than on defense or scouting but I've recently started to use them, but I'm not sure what their promotions do. Specifically what does improvise do. I know it says increases preparation bonus but WTH does that mean?
 
Prep bonus reduces the cost to conduct an espionage mission. When you move your spy to another civ's city there's a "Gather Intel" button. Your spy takes several turns building their prep bonus. It can make missions A LOT CHEAPER.

My last game was the first time I got serious about spying and I found I could keep my enemies in perpetual anarchy :)
 
I think a spies should have missions to ADD spypoints for you against target nation, not just missions that subtract it.

They do! Special agents and nanite spy guys get a unique infiltrate type mission to add espionage points to you against that particular nation. The base points is 500, adjusted for game speed and world size. Of course, you need electronics tech to get special agents in the first place, so it's more of a late game thing, and it consumes the unit. Don't use this with your awesome 200 experience point spy with all your favourite promotions!

For every consecutive turn that your spy idles in an enemy city, you get a 10% discount for any actions that that spy performs in that city. This maxes out at 50%. This feature is in vanilla BtS, but RAND adds an interface button that makes the process easier to keep track of.

The Improvise line of promotions lets the spy get one or more free turn's worth of preparation right from the start. A spy with Improvise 5 gets the full 50% prep discount right from the beginning (and does not gain anything more by waiting).

EDIT: So it turns out that I remembered the mechanics of Improvise incorrectly. Improvise does indeed give you some the benefits of waiting x turns, where x is the level of the promotion. However, it only gives you the success rate bonus, not the discount. This makes it much less powerful.
 
It turns out that I was wrong, yet again. Improvise does in fact give you the discount in addition to the increased success rate. It just does it silently. The modifier doesn't show up in the espionage screen, but if you compare the prices to the prices offered to a non-Improvised spy, you can see that the effect is working.
