Forgive me if I am being stupid but is it possible to download a save game of the current stage of the game?

Yes. You can go to the government-subforum. There is a thread for the last turnchat where you can download the latest save (at the end of the thread). You could also go to the thread of the next turnchat, where you could download it in the first posts.

There seems to be a 1st and 2nd attempt to 1645 am I to assum the second one is the one that will be carried forward.

Just look for the one with the most posts. That will most likly be it.

Yes, the second save was done at the time the game was brought to a halt because of new events. Some minor moves had been done, so a re-save recorded these.
