Question about unit strategies and actions

I've looked in the tutorial/guide section for a listing of the different AI strategies and Unit actions that describes how each of these work.

Is there another location of this information?

Yes, there is (or should be). Did you look at the Civ3Edit Help file that came with the game? It should be in the main Civ3 folder. It has a little question mark icon. On the first page click on Editing Rules, then Units. Or click on Help Topics (at the top) and type in "AI Strategy Rules."
