Question about walls.

So I'm a bit confused about walls, I know you can build a wall in a urban tile that all ready has 2 buildings. However it seems that if you build a wall on a urban tile that only has 1 building the wall takes up a slot, is that right?

Nope, it's just a display issue. The walls can go on any district connected to the city centre, and don't take up a build slot.
