Question: Adding sound files

In addition to the Modding Guide, I've read a few threads on the forum concerning this, but none of them anwsered my question: How do I add a custom soundtrack for my Civ, my leader and my Dawn of Man screen?

You can't add new sounds AFAIK, only use or replace existing sound.
