Question: How to show pirates

Yeah, I saw on the box screenshots that you can have pirates looking in on your fights (in the bars and on the ships and whatnot) but I cant seem to find out how to enable that feature. Any ideas?

They only appear when you turn the graphics settings all the way up.

Also, they only appear in the ship fights, not during bar fights or any other kind of fight IIRC.
