Question - Inca's unlock condition

"Have 3 settlements with at least 3 Mountain tiles each"

"3 mountains tiles" here refer to the mountain tiles in the territory?
In my game, it seems that any mountain within 3 tiles of the center counts, even if it is outside the territory.
In the save file, if I found a settlement, Inca is unlocked immediately though there is no settlement with 3 mountains in the territory.

Within 3 tiles of the city center would appear to make sense, given that it is in the city radius, even if not claimed yet.

I don't think that actually matters and that is good, you wouldn't want to be deprived on them simply because you didn't expand fast enough in ancient to all possible tiles. It is a hard enough requirement as is.

Just a heads up, I made the mistake of playing Inca and settling all the mountains, then going to Nepal when I realized that meant I couldn't build any of the improvements. Boo.

Yeah they should really change it so that the improvement can be built on already claimed tiles.
