[GS] (question) Is two dams in the same city normal?

Hi,

It seems here Meroë is able to build a second dam, on a second flooding river.
Nuri is not able to do it because it does not have a tile with 2 sides of the hex on that river.

Is this normal?
I guess so, just want to check. I'll see if I can build to electric dams and gain twice the output.

You can build multiple dams in one city but you can take electricity only from one of them.
