Hello,
Have a question. On every Technology Tree, there's a Science number, for example for Pottery it says 25 Science. On every Civics Tree there's also numbers such as Code of Law, 20 Culture. When Choosing Production, there's Production 30 for Scouts.

Question is, what are those numbers for? It says cost, but... what's it costing me? It's right from the start and I don't see a negative number as if I owe something. Can't even buy with Science, Culture or Production points as far as I can tell. I don't get it.
 
It means that's how much it takes to generate. If you generate 5 science per turn, then a 25 science tech will take 5 turns (25/5 = 5) turns to research. If a unit "costs" 100 production, and your city makes 50 production per turn, it'll take 2 turns to make the unit.

Something happens with overflow/excess as well, but I don't know what becuase it changes in patches sometimes.

Yeah, so the things do actually cost science/culture/production, it's just that you select them first and then generate the required amount of science/culture/production to get them, instead of generating the yields first and then selecting the thing. Since science/culture/production isn't supposed to be something you put into a treasury, although you can sort of do that by ending your turn without selecting anything to research/produce.
