Question on scouts

It says a scout cannot attack, but can it:

Take a city that is undefended?
Pillage tile improvements?
Capture workers?

I am in a PBEM game at the moment (my first multiplayer) and the answer to this is very important. Basically, my enemy has found me with his scout. Will he simply be able to 'scout me out' or will he be able to wreak havoc?

All help appreciated.

I've tried to pillage with scouts, doesn't work.

I very much doubt they can capture cities or workers either.

From unit description (found at this site):

"Better results from tribal villages
Can only defend
+100% vs animals "

If it can only defend, then it can't "attack" an undefended city. It also should not be able to take workers. A machine gun unit can't take an empty city either.

But a scout makes a great medic! Just tried it for the first time.
