Question: What exactly do warmonger penalties do?

Noob question, but i was wondering what exactly do warmonger penalties do? Do they only afect your relationships with the ai? Do I get increased war weariness with high warmonger penalties? Im new to this game and just recently started playing multiplayer, do warmonger penalties have an effect in multiplayer games? thanks in advance

war weariness has nothing to do with warmonger penalties.
The former causes your citizens to be credited with negative amenities.
The later gives you negative modifiers with the AI.
It's the same AI in multiplayer as single player so same war mongler effects on the AI if in a multiplayer game you DOW a human.
