OK. Well I was playing a new Civ game I just started.... and one of my cities went into civil disorder. When I clicked on the unhappy ctizens, it says that "We cannot forget the cruel oppression you bore upon us." What does that mean???!?!

usually it means that you used the draft or the whip (despot/commie rush)

Actually, it only means that you've used the whip. If the unhappiness is caused by overuse of conscription, they say "No more draft! Hell, no, we won't go!"
