try ron.heavengames.com, they got some good mods, yes you can make them playable, u just need to play there specific nation

I am wonder just how I am going to make these civs playable and what files I need to edit in ored to do this?

The catch is, most barbarians tribes (including the Commanche) do not have their own playable nation. They just feed off the generic 'barbarian' race. I can't say for sure, but I think the barbarian units are weaker than regular troops.
