[NFP] Quick Question about stealing a great work

I'm still a little new to the Civ scene and am an avid achievement hunter. I want to get the Repo man achievement, but for some reason, in any city that I go in, there just aren't any great works to steal. Despite being in a city with a master spy with the cat burglar promotion, next to a theatre square with labeled great works and plenty of space in my own art museums for stealing whatever, there I still can't. Am I just thick and doing something wrong?

You probably have no room for great works in any of your buildings.

So there is a bug... but also you can move your mouse over the theater square in that city to see if there are great works in it. Often the Ai will hide them in non theater buildings so you cannot steal them.

Thanks for the help everyone! It looks like its just a massive unfixed bug, so I'll hold out for now.
