Quick question on Victory Conditions

I dunno about you, but I hate the time limit when I'm trying out a new strategy or just playing for fun. I was looking in the config file, but whenever I think I remove Time Victory, it's still there. Help, please??

Just simply play a custom game and uncheck the time victory condition on the setup screen.
