Quick question regarding culture flips

I believe I have a fairly good understanding of the factors regarding culture flips, but am still a bit perplexed by the process. I captured Pasargadae several turns ago, long enough to build both a Temple and Cathedral. I've pushed Persia off my continent and they have their sole surviving city on a small island half the world away, yet on this inter-turn the city flips. The citizens are 100% Persian, so I know that's the cause. But why in a city so removed from their capital, with all citizens happy and content?

I don't run CAII, but that's a bit of a handicap I'm willing to live with (I have problems getting it to run in WinXP and am too lazy to trouble-shoot it properly :D). Any insight into this would be greatly appreciated!

As long as there is local Persian culture or as long as there are Persian citizens, there'll always be a flip-risk. (As long as Persian is still in the game, of course)

Btw, without looking at the save, I doubt very much that the temple and the cathedral do anything much for you here. The way the local culture evaluation works, is to simply look at who has more culture. However, Pasargadae, that sounds like it is one of the first few Persian cities and if that is so, then chances are good that there is a lot of Persian local culture; too much to be overcome by a few turns of having a temple or a cathedral up.
 
You mention "local" culture which is a new term for me. Does that mean there is a "residual" form of culture that hangs around even after a city is captured? I know when recapturing a city that was originally mine, the culture count resumes from when I last owned the city. Is this what you are referring to? Also, do you know if this local culture dissipates over time, or is the only way to eliminate it is by destroying the other Civ? Lots of questions, thanks for responding.

Yes, that is what I am referring to, and there is no dissipation as far as I know.
 
Thanks for the responses Lord Em! Guess I need to follow through one of my golden rules and don't leave conquered Civs lingering. Best to wipe them out to insure no flips.
 
On F8 screen you can look at the total amassed culture of every civ. You probably need to click on a tab at the bottom of the page to get a graphical representation. If wiping the tribe quickly is not a realistic option, then starving the towns off their native population is probably best.

The factors basically are:
F = # foreignors, with resistors counting double
T = # working tiles under foreign control (out of the max of 21, no matter what the cultural boundaries are atm)
Cc = 2 if foreign civ has more local culture than you, 1 otherwise
H = .5 for WLTKD, 2 for disorder, 1 otherwise
Cte = Total culture of the foreign civ
Cty = Total culture of your civ
G = # garrison units ( n / d )
D = factor based on relative distance to capitals

So if you want to minimize the flip risk you have to:
- eliminate resistance
- starve the foreigners
- have more total culture than the other civ
- have more accumulated culture than the other civ in that city
- garrison units
- get wltkd
