Question: Do I need to adjust handicapinfos values in expansion2 xml or main xml files to create a custom difficulty? Which file does the game use? Thanks.

I think it should be expansion2. but simply try both and you will notice what works and what not.

If you modify the one in expansion 2 it will mean that when using Brave New World it will have the new difficulty. Using the main files mean that when not using Gods and Kings or Brave New World the difficulty will show up.
