quick question

This may be extremely obvious but it hasn't occurred to me yet, How could one add changing weather effects to a map? Or is this even possible? All help is appreciated thanks.

You need to play the scenarios in BtS. It's possible. AoI adds blizzards, and RtW adds winter.

Thanks, but is there a particular place these type of improvements are located? Is the editing all XML related?

No you'll also need to do some Python editing, and in the worst case some SDK editing.
