quick question

Say you have and island within a citie's radius that is only 1 tile in size. it has on it some resource.. do you have to put any infostructure on that island to collect that resource? I dont quite see how i could link it with a road, or, build a harbor on it... ps. sorry if this is the wrong forum to post.

Best bet would be to drop a city there and build a harbor. Not much more you can do with it. If it's a mountain tile, you're outta luck.
