Try to answer quick as possible without looking at manual.

1. Is it possible to get 4 foods or hammers (in any proportion, e.g. 1F3H) from any tile without improvements?

2. What is the maximum foods/hammers you can get from one tile with and without improvements?

1. Yes,4F from a wet corn?
Not sure about 4H but I guess yes with an iron or copper or coal hill.

2. 5F from a corn, 7F from a wet/corn/biology farm?
Not sure on hammer but 6H from a copper hill mine, maybe 4H as above.

Second question is a bit vague. Improved with bonuses from tech buffs (ie railroad bonus for mines)? Would you include tile yield bonuses from buildings? Lighthouse+Maoi+Dike will give you a 6F2H fish tile.

How about civic tile yield bonuses? Riverside grassland workshop over iron or bronze with CS, State property, Levy, Guilds and Chemistry gives you 2F6H.

Highest pure food yield would be a Biology boosted wet corn farm (7F). Highest pure hammer yield would be riverside plains hill bronze/iron/coal/aluminum mine with a railroad and Levy (8H).

1. I believe a cow on a fp is a 3F1H tile. Actually its 4F.

2. Maybe something like horse on a fp unimproved?

PF Deer is 2F2H. It can appear in your starting BFC on some maptypes. It is possible to get combined food+hammer of 4 on several other tiles as well, just throw in a golden age or a levee.

1) Plains Forest deer gives 2 food/2 hammer, found on any standard map script.
Or Flood Plains cow gives 4 food, only found on certain map scripts.

2) Again Flood plains cow, or in a GA you could get 5 combined.

yep, Elite beat me to 2F2H from forest plains deer, usually found on Boreal maps but can happen on normal maps sometimes.

Also, on Great Plains maps, you can find corn and cow on FPs which I think both are 4 food.

The best food/hammer tile might be a FP corn with levee in a golden age and BIO. Or a FP watermill with levee, SP, and golden age. (I'd have to test a FP workshop with same plus techs/civics)

There also forest grass hill deer which is either very rare or maybe it was cooked. Or I think grass forested deer I think can be found on Arboreal maps.

Forest grass hill Deer was most definitely a cooked map or a rare map script i have never played, Deer on any grass tile is not in any standard map AFAIK.

PF Deer I have seen at least on the foresty mapscripts like Boreal and Arboria, and also just had one on an Ice Age map. Can't recall seeing one on a standard script like Pangea or Fractal though. If they exist, they must be very rare.

Grass forest deer (3F1H) are plentiful on Arboria. Not uncommon to have 4-5 of them in the starting BFC. Haven't seen them on forest grass hills though. That would only be 2F2H anyway, so better to have it without the hill.

PF Deer is seen on Pang (But it's rare, as you said).
I've also seen it a lot on Inland Sea( Only Really played on MP).

I can't recall ever seeing Deer on a Grass tile, although i've been away from Civ for a while(foggy memory :P) and Arboria is not a Script i have delved into much.

elitetroops gives perfect answer. add to this, that I've found the "deer pf" ib terra map. usually, deer adds only to tundra. levee and GA - correct answers too. but not all possibilities)))

and is 4 is the maximum?

Well Levee and GA Would Make an un-camped PFR Deer a 2F/4H/2C tile.

One I remember seeing was a grassland floodplain, which starts with 5:food: and would get +1:hammers: for levee and second then from a GA
With such a large starting value it would also beat the standard games resource tiles when improved with endgame workshops
