Random observation: Inca cannot work ski resorts

I was thinking "Well, I'm not going for tourism so I don't want to remove terrace farms near mountains to make national parks... but I can make ski slopes for amenities!" then all of a sudden my city was starving because that mountain was providing food becuase of the terrace farms, but you can't work it anymore since it's a ski resort, even though you can still see tile yield.

Well, RIP.

Edit: Civlopedia page does say "cannot be worked" but I hadn't read that beforehand
