How is it that Spearmen can use their Defense score to defend against Panzers ? I think that one good way to resolve the HP problem would be to require hand-to-hand units to use their attack value agains ranged opponents. Not only would this eliminate the chance of having expensive, modern units wiped out by cheep spear-men, but it would also give players a reason to choose the french. Musketeers would be essential once cavalry were discovered, because Pikemen wouldn't be able to do anything with an attack of one.
The only problem that I see with this is with archers and spearmen: It would be like attacking warriors, making archers Rule, because 2:1 ratio of scores is better than 1:1 or 3:2. Maybe an exception could be made for this? Or maybe its just wistful thinking.
