I love it, but I play maps like Seven Seas, Tilted Axis, and Primordial that have lots of room to explore and colonise.
As others have mentioned it can be super powerful. If you built the Ancestral Hall (free builder in every city) and have the Serfdom card (+2 builder charges), in each new city you've now got a free 5 charge builder in your 4 pop city. If you have pyramids you have a free 6 charge builder. You can chop your first district out (I usually do a harbour or commercial for the trade route) and still improve ~3 tiles within 10 turns.
This can then be further stacked with your religion. Pick Religious Colonisation as your Enhancer Belief to ensure every new city has your religion straight away. Make sure you have another belief that rewards wide play such as Tithe (+3 gold each city), Pilgrimage (+2 faith) or Cross-Cultural Dialogue (+1 science).
This can then be stacked again with certain civ's abilities such as Victoria's free melee unit and Trajan's free building for new cities.
