rate of fire question

I'm not sure EXACTLY, BUT...
Notice that when combat is taking place... Between two armies, you can have a battle lasting as long as 10 seconds before someone dies. If one of the units has a higher rate of fire, they will likely kill/reduce the other's hit points faster. Know what I mean?
 
Rate of Fire (aka RoF) is the number of attacks a bombing unit perform when it fires.
Example : if you use an artillery with a RoF of 2, it will try twice to inflict damage, so the target can endure 0, 1 or 2 damage points.
