bombers have a rate of fire of 3, artillery 2, cannon 1....what does rate of fire mean?

the maximum damage it can inflict in a bombard. when u tell it to bombard, if its Rate Of Fire is 3, then it bombards it 3 times. it may actually hit it 0,1,2,or 3 times.

To avoid Civ III tedium. . .

Edit the rate oif fire of naval units to 'one' while increasing their strength appropriately.

Nothing is more boring than repeated destroyer bombards of an enemy coast.

Frigates and ironclads shoudn't bombard anyway. Not enough punch, historically.

What?

You can only bombard once, unless you have >1 move left and blitz on (which you would have to edit the units for). ROF 3 does not mean u hit B 3 times, it means when u hit B it can do up to 3 damage. If you edit the ROF to one, you can only do one damage, and you would have made bombardment worthless.
