Raze City Bug

Suddenly the Raze City option is no longer available for me. Is this a bug? Any one else experienced this? This happened after I conquered an enemy outpost while having the Might Virtue; Liberation Army.

cant raze with the liberation army. you convert their outpost to yours.

I mean, the option to Raze Cities just disapeared at all. In all cities :/

I've had this happen too. I have Liberation Army, and wanted to destroy an outpost. But instead I had to capture it. I figured if I waited for it to become a city I could burn it then. I couldn't raze it at any point after it became a city. I even gave the city to another civ, then retook the city hoping to raze it then but never got the option.
