Major Fallout must be playing an unpatched version - you can't trade cities in recent patches to Civ III or PTW. This was taken out because it was too easy to exploit. Search the archives for much discussion.

re: razing. I rarely raze enemy cities, but then I usually play with great regard for my reputation. Generally I bombard and starve the population down and employ strong garrisons to avoid culture flipping.

I have noticed, however, that players seeking conquest victory will frequently raze and then leave the territory empty, because if you don't do that you will trigger domination victory before you have a chance at conquest.
