Re-coloring a leaderhead

I've tried to recolor one of the game's leaderhead skins using Adobe Photoshop Elements 2.0 (I added a .DDS plug-in). I have saved the file with the changes, but when I get into the game, I don't notice the changes on the leaderhead? What did I do wrong?

I've saved the edited .DDS file with the following format:

DXT1 RGB (no alpha)
2D texture

Which file did you recolor? There are two files for each leaderhead; one controls only the colors, and the other controls lighting. Both APPEAR to be colored normally, but I've found that the "nonshader" file doesn't affect coloration.
