Real nuclear arsenal mod

How about the spy mission from previous Civ games where the spy can carry a backpack nuke into a city? Is that in Civ 4? I haven't gotten that far in a game yet. If it isn't then it really should be put in.

They really pulled alot of the Nuke stuff out with Civ 4
