Tim's advice is good, just two small points: Taxmen and scientists produce 3 beakers and coins respectively. Also, a city must be size five or above to support scientists and taxmen.

Sorry. You're right about the 3 beakers and coins. I was thinking of the 2 luxuries, and wasn't thinking clearly.
